Summary: 

As the Proposals Manager, you’ll oversee and coordinate all proposal activities, including directing cross-functional personnel, managing proposal schedules and deadlines, and monitoring/reporting the progress of the proposal. You’ll partner with the business team to integrate the win strategy, coordinate pricing and scope, and lead the team in generating a winning proposal structured for compliance and ease of evaluation. You’ll also develop and execute a review plan for interim and final reviews of all the elements of the proposal. We’ll rely on you to coordinate, assemble, validate and verify accuracy, schedule reviews, and drive to timely completion and delivery of all proposals. You will partner with the business segment owner, sales, and business development to navigate customer concerns and optimize for outcomes.  If you want to be a leader with the company that drives results, this is your opportunity.

Responsibilities:

  • Manage all proposal activity including receiving RFP/RFI’s, kicking off the proposal project, identifying and tasking team managers, soliciting internal questions/concerns and gathering responses, managing delivery of proposal inputs, integrating into technical and cost proposals, and participating in negotiations to close.
  • Synthesis of a cost volume including MS excel cost elements and rollups, pricing justifications and documentation of the basis of estimate (BOE).
  • Manage the schedule including forecasting completion to give a customer commitment, tracking tasks to completion, coordinating internal reviews, closing on internal review actions to pass gate requirements, and achieving on-time compliant submission.
  • Integrating business inputs and imperatives into the proposal terms, assumptions, and carveouts.
  • Taking proposal inputs and delivering an integrated resource forecast needed to achieve goals.
  • Facilitating transition of won programs into the program tracking & billing systems.
  • Continuously improving and documenting the proposal/program capture process to optimize for outcomes and customer satisfaction.

Required Qualifications:

  • Bachelor’s degree or equivalent is required plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience to meet expectations.
  • Preferred experience in semiconductor fabrication or microelectronics technology
  • Excellent interpersonal skills with ability to communicate effectively, both orally and in writing, with all levels of the organization, both internal and external.
  • Demonstrated ability to work cross-functionally to organize and motivate teams to deliver work product.
  • Multiple years (3 plus) of experience in sales or proposal generation, USG experience preferred.
  • Preferred to have experience with USG contracting including FAR/DFAR, OTA, cost-type or fixed-price contracts.

U.S. Citizen Required: This position will require the holding of or ability to obtain government security clearance (up to TS/SCI) which requires U.S Citizenship. Preferred active DoD clearance.

Travel Requirements: Willingness to travel and spend time at various sites within the US.
